How to read the map
- FFM. Live CMS plan data. Enrollment continues through QualityQuotes toward Healthcare.gov.
- SBM-FP. State branded exchange that still uses the federal platform. Plan data stays live. Enrollment still uses the federal path.
- SBM. Independent state exchange. Plan data is an annual snapshot when available. Enrollment opens on the state exchange site.

Does QualityQuotes quote plans in state based marketplace states?
Yes for quoting when snapshot plan data is available. Full SBM states enroll on the state exchange site, not inside QualityQuotes. FFM and SBM-FP states continue toward Healthcare.gov.
What is the difference between FFM, SBM-FP, and SBM?
FFM states use Healthcare.gov for plan data and enrollment. SBM-FP states brand their own exchange but still use the federal platform for plan data. SBM states run an independent exchange with annual public use files for quoting and enrollment on the state site.
Is snapshot plan data the same as live CMS data?
No. Live CMS data refreshes from Healthcare.gov. Snapshot data comes from annual marketplace public use files and can lag mid year plan changes until the next refresh.
Will enrollment ever happen inside the product for SBM states?
Per state EDE style integrations are a longer build. Today the honest path is quote in product, then open the state exchange to enroll.
