ACA Marketplaces are not the same in every state. QualityQuotes policies across all 51 jurisdictions, but enrollment routing depends on whether the household is in an FFM, SBM-FP, or full SBM state.
Marketplace types
- FFM. Healthcare.gov states. Plan data is live from CMS. Enrollment continues toward Healthcare.gov after validation.
- SBM-FP. State branded exchanges that still use the federal platform. Plan data stays live. Enrollment still uses the federal path.
- SBM. Independent state exchanges such as Covered California, Pennie, and NY State of Health. Plan data is annual snapshot data when available. Enrollment opens on the state exchange site.
What you see in Plan Finder and Add policy
After a search for an SBM or SBM-FP household, a banner explains the marketplace type. Plan cards show a Live data or Snapshot data badge. On Add policy Step 4, FFM and SBM-FP keep the Healthcare.gov path. SBM states show Open in [exchange name] and ask for confirmation before opening a new tab.
